The latest Global Tourist Visa Openness Index for 2023 from the United Nations Tourism Organization has highlighted the United Arab Emirates (UAE) as the top performer among Gulf countries regarding tourist visa accessibility. This index assesses the ease of obtaining tourist visas, with higher scores indicating simpler processes.
Using a scale from 0 to 100, the index evaluates how straightforward it is to acquire visas. The report underscores the UAE’s commitment to creating a welcoming environment for visitors from across the globe.

Across the Middle East, there’s a noticeable trend towards making visa acquisition easier. The need for traditional visas decreased from 71 percent in 2015 to 57 percent in 2023. Meanwhile, electronic visas increased from 10 percent to 15 percent, and visas on arrival rose from 17 percent to 24 percent during the same period.
Moreover, there’s been a substantial rise in mutual visa exemption among Gulf Cooperation Council (GCC) member states, climbing from two percent in 2018 to an impressive 87 percent in 2023.
