The Dubai Land Department (DLD) introduced the Smart Rental Index on Thursday, covering all residential areas in Dubai, including districts, special development zones, and free zones. This new initiative aims to provide fair, transparent, and accurate rental valuations across the city.

Key Features of the Smart Rental Index:

  • Enhanced Data: The index includes a star rating system, detailed information on both old and new buildings, and average rents for specific areas and buildings.
  • AI Integration: By leveraging artificial intelligence (AI), the index analyzes technical and service-related aspects of properties, ensuring precise and impartial valuations.
  • Building Ratings: Residential buildings are rated from one to five stars based on factors like amenities, quality, maintenance, and facility management.

Accessing the Smart Rental Index:

  • Tenants and landlords can view the index through the Dubai Land Department’s website, offering easy access to up-to-date rental information.

Purpose of the Index:

The Smart Rental Index aims to provide fair and accurate rental valuations, benefiting tenants, landlords, and investors by offering a clearer understanding of the rental market dynamics in Dubai.

Coverage and Evaluation:

  • Coverage: The index includes all residential areas in Dubai, standardizing rental valuations across various districts, special development zones, and free zones.
  • Evaluation Criteria: Properties are evaluated based on:
    • Technical and structural characteristics.
    • Quality of finishes and maintenance.
    • Strategic location and spatial value.
    • Services and facilities, including cleanliness, parking, and maintenance management.
  • Commercial Buildings: The Smart Rental Index is exclusively for residential properties, with commercial buildings not covered by this new system.

Impact on Rent Increases:

  • Rent Adjustments: The index provides a framework for rent increases based on the building’s rating.
    • Rent hikes follow Decree No. (34) of 2013, with increases based on the difference between the current rent and the average market rent.
    • Increases range from 0% for rents less than 10% below the market average to 20% for rents more than 40% above the market average.
  • Old Buildings: Rent increases are also possible for older buildings, provided the owners invest in renovations and upgrades to achieve a higher rating.

Regular Updates for Accuracy:

Unlike previous indexes, which were updated on a quarterly, semi-annual, or annual basis, the Smart Rental Index will be updated daily to reflect the most current data and trends.
