The Oil and Gas Regulatory Authority (OGRA), in partnership with the Federal Board of Revenue (FBR) and the Oil Companies Advisory Council (OCAC), has introduced a mobile application named ‘Raahguzar.’ Leveraging Geographic Information System (GIS) technology, this app enables users to identify legal petrol pumps and outlets across Pakistan.

The ‘Raahguzar’ app provides a user-friendly platform for consumers, district governments, and law enforcement agencies to detect illegal petrol outlets, commonly referred to as “dabba stations.” Users can lodge complaints about illegal outlets, overcharging, or fuel quality issues, fostering transparency and empowering stakeholders.

In addition to listing legal petrol pump locations, the app displays the current petrol and diesel prices, ensuring users are informed. Presently, the app is only available on the Google Play Store.

The launch event, held at OGRA’s head office in Islamabad, was chaired by Chairman OGRA, Mr. Masroor Khan, along with Member Oil and Finance. In his address, Mr. Khan highlighted the significance of this initiative:

“The launch of ‘Raahguzar’ marks the initial phase of a comprehensive track-and-trace system designed to promote accountability, prevent economic leakages, combat illegal activities, and enhance the oil sector’s integrity. This initiative is set to revolutionize efforts to address challenges posed by illegal petrol pumps and malpractices, contributing to the sector’s growth and sustainability in Pakistan.”

Senior officials from the Ministry of Energy (Petroleum Division), FBR, Customs, the Explosives Department, as well as representatives from OCAC and the Oil Marketing Association of Pakistan (OMAP), attended the ceremony.
