Pakistan’s Oil Marketing Companies (OMCs) recorded a total sales volume of 1.53 million tons in May 2025, reflecting a 10 percent year-on-year (YoY) increase and a 5 percent month-on-month (MoM) rise, according to data from Topline Securities.

This uptick was driven by multiple factors including reduced petrol and diesel prices, seasonal demand for High-Speed Diesel (HSD) during wheat harvesting, a decline in fuel smuggling, and improved overall economic activity.

Cumulatively, sales for the first 11 months of FY25 (11MFY25) reached 14.76 million tons—an increase of 7 percent YoY compared to 13.83 million tons during the same period last year.

Excluding Furnace Oil (FO), May 2025 sales stood at 1.45 million tons, up 10 percent YoY and 6 percent MoM. Ex-FO sales for 11MFY25 totaled 14.08 million tons, showing a 9 percent YoY increase.

Product-wise Performance:

  • Motor Spirit (MS): Sales climbed 15 percent YoY and 6 percent MoM to reach 700k tons.

  • High-Speed Diesel (HSD): Sales rose 5 percent YoY and 8 percent MoM to 672k tons.

  • Furnace Oil (FO): Sales grew 16 percent YoY to 80k tons but declined 5 percent MoM.

Company-wise Breakdown:

  • Attock Petroleum Limited (APL): Recorded sales of 137k tons, down 2 percent YoY but up 9 percent MoM, largely driven by a 30 percent MoM increase in HSD. APL’s market share was 8.23 percent in MS and 9.54 percent in HSD.

  • Pakistan State Oil (PSO): Posted sales of 642k tons, down 3 percent YoY but up 3 percent MoM. PSO’s market share declined to 41.91 percent in May 2025 from 42.78 percent in April, primarily due to a drop in MS market share.

  • Wafi Energy Pakistan Limited (WAFI): Reported 123k tons in sales—a 2.5-year high—marking a 23 percent increase both YoY and MoM.

  • HASCOL: Achieved a ~2-year high with 54k tons, showing a 31 percent YoY and 13 percent MoM rise.

The government, meanwhile, has targeted Rs. 1.28 trillion in Petroleum Development Levy (PDL) collections for FY25. So far, Rs. 1.08 trillion—84 percent of the target—has been collected in the first 11 months.
