The Pakistan Telecommunication Authority (PTA) has released its Quality of Service (QoS) Survey for Q2 2025, highlighting Ufone and Jazz as the top performers in mobile network coverage across 19 cities in Punjab, Sindh, and Khyber Pakhtunkhwa.
The independent survey was conducted from April to June 2025, during which around 43,000 voice calls and SMS were tested, along with over 340,000 mobile broadband performance samples.
Mobile Coverage Rankings (3G and 4G):
The PTA ranked Cellular Mobile Operators (CMOs) based on their adherence to signal strength benchmarks (90% confidence level) for 4G/LTE and fallback 3G networks. Devices used were set to auto-detect mode to replicate real-world user conditions.
Network Coverage Rankings:

1st – Ufone: 33 compliant cities (18 4G + 15 3G), 1 non-compliant

Ufone and Jazz shared the top spot with strong signal reliability and near-complete compliance across surveyed cities. Zong followed closely, while Telenor showed the highest number of non-compliant cities.

The survey spanned 19 urban and semi-urban cities:

Punjab: Chiniot, Fateh Jang, Hasanabdal, Jatoi, Multan, Shakargarh, Sheikhupura, Pindi Bhattian, Mandi Bahauddin, Bahawalpur

Sindh: Karachi (Central), Larkana, Umerkot, Matiari, Jacobabad

Khyber Pakhtunkhwa: Mardan, Buner, Mansehra, Risalpur
Over 2,570 kilometers were covered in 70 days to collect accurate signal strength data using standardized drive-test methods.
