The Capital Development Authority (CDA) is facing serious allegations of illegally capturing stray dogs from Islamabad’s G-10 sector, despite an active Islamabad High Court (IHC) stay order that prohibits such actions until a humane management framework is established — a framework that has yet to be implemented.

Recent video footage shows CDA teams seizing stray dogs in the area, sparking outrage among animal welfare advocates. Activists claim the CDA is taking advantage of the court’s recess to operate without accountability. One campaigner, requesting anonymity, said, “The stay order is still in place, yet the CDA is openly violating it. Since the courts are closed, they are taking advantage of the situation.”

CDA’s Response
When contacted, the CDA provided images of healthy dogs allegedly under their care, inviting people to adopt them. However, critics believe these images are part of a public relations effort and contradict evidence of poor conditions at other CDA facilities previously reported.

Reports of Abuse
Multiple sources linked to CDA operations have alleged abuse of stray dogs within CDA facilities. Speaking anonymously due to fear of retaliation, they claimed to have witnessed mistreatment firsthand. Additional video evidence allegedly shows abuse inside these facilities.

Court-Ordered Ban Ignored
Earlier this year, the IHC halted the capture and killing of stray dogs, mandating that no action be taken until a humane, structured program — involving vaccination, sterilization, and rehabilitation — was in place. With no such program implemented, critics argue CDA’s operations are both illegal and in contempt of court.

Calls for Action
Animal rights organizations are urging the Chief Justice of the IHC to address these violations as soon as court proceedings resume. They are also appealing to federal authorities to prevent further harm to stray animals and hold responsible CDA officials accountable.
