The Ministry of Information Technology and Telecommunication (MoITT) has officially launched development of a National Super App and Web Portal, aiming to create a one-stop digital platform for accessing government services at both federal and provincial levels.
This major digital transformation initiative is part of the Digital Economy Enhancement Project (DEEP), supported by the World Bank, and follows a “whole-of-government” approach. The platform will serve as a unified gateway for citizens and businesses to easily access a wide array of public services—from renewing licenses and paying taxes to applying for permits and accessing health or education services—all through a single mobile app and web interface.
Key features of the super app include:
-
Citizen-centric design with support for multiple languages
-
Single sign-on using NADRA’s digital identity, including biometric authentication
-
Personalized dashboards
-
24/7 accessibility on mobile and desktop
-
Real-time notifications and status tracking
-
Integration with National Data Exchange Layer

The app is being developed with a focus on interoperability, security, and scalability. It will follow the Pakistan Digital Government Enterprise Architecture, ensuring unified standards for technology, data, services, and processes across departments. The platform will employ end-to-end encryption, a zero-trust security model, and will comply with Pakistan’s upcoming Personal Data Protection Bill and international standards like GDPR.
Initially free for users, the super app will later adopt sustainable monetization models such as:
-
Freemium services
-
Subscriptions
-
In-app advertising
-
Partner integrations
The IT Ministry has begun hiring a consultancy firm to design and implement the system. The firm will use a proven SuperApp framework and a microservices-based architecture to ensure modularity, scalability, and ease of maintenance.
The project is expected to:
-
Streamline government workflows
-
Increase transparency
-
Reduce administrative costs
-
Enhance compliance and revenue collection
-
Boost citizen satisfaction through simplified digital access
Once launched, this National Super App is set to revolutionize government-to-citizen (G2C) and government-to-business (G2B) interactions, transforming how public services are delivered in Pakistan.
