Chairman of the Federal Board of Revenue (FBR), Rashid Mahmood, issued new directives on Tuesday regarding the postings and transfers of operational staff (BS 01-16) within the Inland Revenue (IR) field formations and Customs staff (BS 01-16).

To enhance operational efficiency and discipline within the Inland Revenue Field Formations, the Secretary Revenue Division and Chairman of the FBR outlined the following procedures:

  1. Postings/Transfers of Operational Staff: The transfer or posting of operational staff (BS 01-16) within IR field formations and Directorate Generals must be conducted only after receiving a formal requisition from the concerned Assistant/Deputy Commissioner-IR or Assistant/Deputy Director, under whose supervision the staff will work.

  1. Reporting and Relieving of Unrequired Staff: If an Assistant/Deputy Commissioner-IR or Assistant/Deputy Director determines that a staff member’s services are no longer needed within their jurisdiction, they are required to report this in writing to their supervisory officer, with a copy forwarded to the Additional Commissioner (HQs) or Additional Director (HQs). Upon receiving such a report, the staff member must be transferred within three days. If senior officials fail to take timely action, the staff member will be automatically relieved from their duties and must report to the relevant field headquarters without further orders.

Similarly, in the Customs Field Formations, the following guidelines were issued:

  1. Postings/Transfers of Customs Staff: The transfer or posting of operational staff (BS 01-16) within Collectorates or Directorates should only occur after a formal requisition from the concerned Assistant/Deputy Collector or Assistant/Deputy Director, under whose supervision the staff will be assigned.
  2. Reporting and Relieving of Unrequired Staff: If an Assistant/Deputy Collector or Assistant/Deputy Director determines that a staff member’s services are no longer needed within their jurisdiction, they must report this in writing to their supervisory officer, with a copy sent to the Deputy Collector or Deputy Director (HQs). The staff member should be transferred within three days. If senior officials fail to act, the staff member will automatically be relieved from their duties and must report to the relevant field headquarters without further orders.

Additionally, all Chief Collectors and Director Generals have been requested to submit a consolidated monthly report to the Chief (Management/HR, Customs) detailing any officials who have been surrendered, as per the Chairman’s directive.
