Pakistan’s civil service exam system is set for a major transformation as the government moves toward a more specialized recruitment process.
According to reports, the Civil Service Reforms Committee has finalized recommendations to replace the existing Central Superior Services (CSS) exam with a cluster-based system aimed at ensuring that professionals are assigned to relevant technical fields rather than being placed through a general allocation method.
A senior official confirmed that the final report will soon be presented to the federal cabinet for approval. The committee has also completed discussions on key structural revisions, including changes to compensation and pension systems.

In the proposed system, each service group will have distinct qualification requirements and a separate competitive exam to ensure that candidates are placed in roles that align with their academic background and expertise. This is a significant departure from the current model, which assigns candidates to different departments regardless of their educational qualifications.
The reform efforts gained momentum after Planning Minister Ahsan Iqbal pointed out inefficiencies in governance. Following his recommendations, Prime Minister Shehbaz Sharif directed the committee to develop a modernized civil service framework to enhance efficiency and improve public service delivery.
