Starlink’s Regulatory Challenges in Pakistan

Elon Musk’s SpaceX-owned Starlink is preparing to launch its satellite internet services in Pakistan, but the company must first meet financial and regulatory requirements set by the Pakistan Telecommunication Authority (PTA). Starlink is required to pay $1.6 million in licensing fees and guarantees before securing operational approval.

Financial Commitments for Licensing

Sources confirm that Starlink must deposit $640,000 in licensing fees and provide a $10 million (or equivalent in PKR) bank guarantee to move forward. A company representative recently met with PTA officials to discuss the financial arrangements.

Starlink has applied for 14 Local Loop (LL) licenses and one Long Distance International (LDI) license, allowing it to provide both domestic and international communication services. The cost breakdown for these licenses includes:

  • $500 application fee
  • $10,000 per region for each LL license
  • $500,000 for the LDI license
  • Additional charges for radio frequency spectrum allocation
  • $10 million bank guarantee submission

Regulatory Conditions for Approval

Beyond financial commitments, Starlink must comply with PTA’s regulatory requirements, including:

  • Company incorporation documents and corporate bylaws
  • List of directors with disclosure of ties to other telecom operators
  • Ownership structure and shareholder details
  • Affiliate disclosures (if any shareholder is linked to another telecom licensee)
  • Identity documents of directors and authorized representatives
  • Legal undertakings, ensuring:
    • The company and its directors have never been declared insolvent
    • Directors have no major criminal convictions
    • The company is not a PTA defaulter

Approval Timeline and Potential Impact

Starlink’s final approval depends on how quickly it fulfills licensing requirements and submits the necessary payments and documentation. Once approved, PTA will issue the licenses, allowing Starlink to officially launch its services.
