The Sultanate of Oman has officially granted citizenship to 156 foreign nationals under a royal decree issued by Sultan Haitham Bin Tarik, marking a major step in the country’s updated approach to nationality and citizenship.

This move follows the implementation of Oman’s new 2024 nationality law, which replaces the 2014 legislation and reflects the principles of the revised Basic Law of the State. The law establishes clear procedures for granting, revoking, restoring, and renouncing citizenship, balancing national identity with the contributions of long-term foreign residents.

Omani Citizenship by Origin

Citizenship is automatically granted to those born to Omani fathers, whether inside or outside the country. Additionally, certain grandchildren of naturalized Omanis may qualify, provided they are over 50 years old. Stateless children born to Omani fathers also qualify regardless of the mother’s nationality.

No Dual Citizenship

Oman continues to prohibit dual nationality to preserve national loyalty. Exceptions are only allowed through royal decree upon recommendation by the Minister of Interior. Individuals wishing to renounce their Omani citizenship must receive government approval and meet all legal obligations.

Granting and Revoking Citizenship

All citizenship decisions — including granting, revoking, or restoring — must be formalized through royal decrees. Citizenship can be revoked in cases involving threats to national security, acquiring foreign nationality without permission, or submitting false information.

Restoration of Citizenship

Former Omani citizens may apply for restoration if they meet conditions such as living in Oman, maintaining good behavior, and giving up foreign citizenship. Their minor children may be reinstated automatically, while adult children can apply within five years of adulthood.

Requirements for Foreign Applicants

Foreign nationals seeking Omani citizenship must meet strict criteria:

  • 15 years of continuous legal residence in Oman (with minimal absences)

  • Proficiency in Arabic

  • Clean criminal record and proof of good conduct

  • Good health and a stable income

  • A written pledge to renounce their current nationality

Citizenship by Marriage or Family

Foreigners married to Omani citizens can qualify for citizenship under specific conditions:

  • Foreign husbands of Omani women: after 10 years of marriage and residence, with at least one child

  • Foreign wives of Omani men: after 8 years of marriage and residence

  • Divorced or widowed spouses and children of Omani mothers may also qualify based on residency and family status

Legal Safeguards and Penalties

To ensure integrity in the process, the law enforces penalties for false information, including up to 3 years in prison, fines between 5,000 and 10,000 Omani rials, or both.

The recent approval of 156 new citizens demonstrates Oman’s commitment to a more transparent, inclusive, and structured citizenship framework, encouraging long-term contributions to national development.
