Faced with critical labour shortages, Estonia has introduced a new immigration policy aimed at drawing skilled foreign professionals to fill key positions and ensure long-term economic stability. The announcement was made by Kristen Michal, Estonia’s Minister of Economic Affairs and Infrastructure, who emphasized the urgent need to reinforce the labour market.
Labour Market Pressures Prompt Reform
The OSKA labour market forecast reveals an annual demand for around 1,400 high-level specialists and approximately 700 skilled trade workers. These shortages, driven by an ageing population and demographic changes, are expected to persist over the next decade and pose serious threats to industrial productivity and national growth.

To address the gap, Estonia plans to double its annual residence permit cap:
