The Punjab Government has introduced a province-wide Emission Test System (ETS) starting in Lahore, aiming to reduce vehicular pollution and tackle worsening smog. The initiative, an amendment to the existing environmental laws, was elaborated on by Mr. Sajid Basheer, Communications Head at the Punjab Environment Department.

Why ETS Was Introduced

Mr. Sajid clarified that the ETS is not a new policy but an extension of current regulations. With over 80% of air pollution in Punjab attributed to vehicle emissions, especially during winter smog season, the system now includes private cars, motorcycles, and rickshaws in addition to commercial vehicles.

How ETS Works

All small four-wheelers and motorbikes must meet the emission standards set by the National Environmental Quality Standards (NEQS). If a vehicle fails the test, the owner gets 7 days to make repairs and return for a retest. A “green certificate” is issued upon passing.

Focus Beyond Commercial Vehicles

Lahore has around 2 million private vehicles and 4.5 million motorbikes, compared to roughly half a million buses and trucks. Despite their size, smaller vehicles emit more cumulative pollution due to their high numbers, making them a primary focus of the ETS.

Expansion Plans

While ETS is currently operational in Lahore, it is expected to expand throughout Punjab. Eventually, all small vehicles in the province will need ETS clearance to legally operate.

ETS Booth Locations in Lahore

Eight ETS booths are functioning at the following spots with dual shifts:

  • Mall Road, Istanbul Chowk, Town Hall Parking

  • Lake City, Al-Kabir Town, Raiwind Road

  • Kahna, LDA Road, Gajumata

  • DHA, Packages Mall

  • Gulberg, Liberty Roundabout

  • Johar Town, Emporium Mall

  • Wapda Town, Evercare Hospital

  • Bahria Town (Evening only)

Timings:
Morning: 7:00 AM – 12:30 PM
Evening: 5:00 PM – 10:30 PM
(Bahria Town: 4:00 PM – 9:30 PM)

Compliance and Standards

Vehicles are tested according to NEQS emission limits. About 90% of vehicles tested so far have passed, with failures mostly in vehicles over 15–20 years old.

What to Do if Your Vehicle Fails

In most cases, a tune-up or cleaning/replacing the catalytic converter is enough. Major repairs are rarely necessary.

Cost and Deadline

ETS testing is currently free of charge, but charges will be introduced soon. The deadline for compliance is June 30, 2025. After that, fines will apply:

  • PKR 2,000 for the first violation

  • PKR 5,000 for the second violation
