The Civil Aviation Administration of China (CAAC) has introduced a new regulation prohibiting passengers from carrying power banks on domestic flights unless they have a valid 3C (China Compulsory Certification) mark. The directive takes effect today and also applies to power banks with unclear or illegible 3C labels, as well as products that have been subject to recalls.
The 3C certification is a mandatory safety and quality standard required for a variety of electronic products in China. Devices lacking this certification—or those made by manufacturers currently under recall—are now banned from being carried in hand luggage on domestic air travel.
This policy shift follows a series of safety incidents on board aircraft involving faulty lithium battery products. Authorities have recorded an increase in cases of fire and smoke caused by defective power banks this year. In response, several manufacturers recalled defective batches, citing battery cell flaws that posed significant fire hazards.

China’s top market watchdog, the State Administration for Market Regulation, has taken action by suspending or revoking 3C certifications for a number of power bank and battery producers. The CAAC noted that the growing presence of substandard products has escalated safety risks in civil aviation operations.
The new restrictions are aligned with international safety protocols, specifically the Technical Instructions for the Safe Transport of Dangerous Goods by Air. The CAAC stressed the importance of tighter control over electronic devices brought on board by passengers.
To ensure compliance, airlines and airport authorities have been instructed to improve communication with travelers, reinforce inspection procedures, and enhance emergency preparedness. Airports will display safety notices on digital screens, through public announcements, and via signs at check-in desks and security checkpoints.
The CAAC also urged airlines to actively educate passengers about the new rules and to discourage the use of uncertified electronic devices. Travelers are advised to check that their power banks clearly display a valid 3C certification before packing them for air travel.
