The federal government is reportedly considering major Income Tax Relief for Salaried Class in the upcoming Budget 2026-27 as policymakers discuss reducing tax rates and increasing taxable income thresholds for salaried individuals across Pakistan. The proposal is currently under review ahead of budget consultations with the International Monetary Fund (IMF).

According to reports, Finance Minister Muhammad Aurangzeb is supporting measures aimed at lowering the tax burden on salaried employees, recognizing their growing contribution to national tax collection compared to sectors such as retail, wholesale, exports, and real estate.

Officials familiar with the discussions revealed that the government may avoid increasing salaries and pensions this year in order to create fiscal space for tax reductions instead. Policymakers believe salary hikes often push employees into higher tax slabs, reducing the actual benefit received by workers due to increased taxation.

Sources indicate the government is considering:

  • Lower income tax rates for salaried individuals
  • Higher taxable income thresholds
  • Revised tax slabs to increase take-home salaries
  • Possible relief measures for middle-income households

These proposals are expected to be finalized after upcoming discussions with the IMF during budget negotiations starting later this month.

The salaried class has emerged as one of Pakistan’s largest taxpayers during the current fiscal year. Reports suggest salaried individuals paid more than Rs. 425 billion in taxes during the first nine months of FY26, exceeding contributions from several major economic sectors combined.

Government officials argue that despite their significant contribution to tax revenues, salaried households continue facing intense financial pressure due to inflation, rising utility bills, increasing fuel costs, and overall economic uncertainty. Many middle-income families have seen purchasing power decline sharply over the past few years.

The report also stated that federal development spending could face additional cuts in order to support broader fiscal management targets. However, final decisions regarding salary increases, pension adjustments, and income tax changes will only be made after consultations with international financial institutions.

Economic analysts believe potential tax relief for salaried individuals could improve consumer confidence and provide limited financial breathing space for Pakistan’s middle class. However, experts also warn that the government must balance tax reductions carefully to avoid widening the fiscal deficit amid ongoing IMF commitments.

Last year, the government reportedly absorbed an additional burden exceeding Rs. 170 billion due to salary and pension increases alone, while provincial governments faced even larger financial impacts. Officials now believe reallocating some of those funds toward tax relief may provide more practical benefits to salaried workers.

Meanwhile, recently approved salary increases for employees working on Public Sector Development Programme (PSDP) projects will remain protected and unaffected by the new proposals.

The upcoming federal budget is expected to attract significant public attention as millions of salaried Pakistanis wait to see whether the government delivers meaningful tax relief amid continued economic challenges and inflationary pressure.
