The Pakistan Telecommunication Authority (PTA) has implemented a Web Monitoring System (WMS) to block online content, restricting access to numerous websites, social media links, and mobile applications. The Minister in charge of the Cabinet Division informed the National Assembly via a written response that, so far, the PTA has blocked 2,369 URLs and 183 mobile applications that were involved in exposing personal data and identity information.
The WMS is a sophisticated surveillance infrastructure employing Deep Packet Inspection (DPI) technology. This technology allows the PTA extensive control over internet traffic at the gateway level. Acquired from a Canadian firm in 2019 for approximately $18 million, this system enables the PTA to implement large-scale blocking and censorship measures.
Sources further reveal that the PTA has begun using this system to block social media accounts and other online entities accused of engaging in propaganda against state institutions and the broader interests of Pakistan.

The Minister also highlighted that the PTA conducts regular public awareness campaigns to educate citizens on safe internet use. These campaigns include outreach through print media, SMS, and the PTA’s official social media channels. Additionally, the government has proposed a Personal Data Protection Bill aimed at enhancing data privacy and protection, although the bill is still under review.
To support content regulation, the PTA has developed an online E-Portal system for government organizations. This platform allows federal and provincial ministries, law enforcement agencies, and other stakeholders to lodge complaints instantly. Currently, 47 entities are utilizing this platform for efficient and accurate tracking of their concerns.
For the general public, the PTA offers a user-friendly Complaint Management System (CMS) accessible via its website, mobile application, and dedicated email service. This system provides multiple channels for reporting unlawful online content. Upon receiving complaints, the PTA conducts an internal analysis and coordinates with hosting platforms like the Apple Store and Google Play Store to remove or block unlawful applications within Pakistan.
