The Punjab government has officially enforced the Kite Flying Ordinance 2025, introducing a new legal framework governing kite flying across the province. The new law lifts the previous blanket ban but replaces it with strict safety measures, registration requirements, and heavy penalties to prevent dangerous practices.

According to the ordinance, kite flying will be allowed under regulated conditions, while the manufacturing, sale, and use of hazardous kite strings will carry severe criminal penalties.

๐Ÿง’ Children Under 18 Banned from Kite Flying

Under the new law, individuals below the age of 18 are not permitted to fly kites. In case of violation, the parents or legal guardian will be held responsible, not the minor.

This clause aims to reduce accidents, injuries, and hazardous activities associated with underage kite flying.

๐Ÿงต Only Cotton Thread Allowed โ€“ Ban on Hazardous Strings

The ordinance allows kite flying only with cotton thread (simple string).

The following are completely banned:

Metal-coated string

Glass-coated (chemical) string

Sharp or metallic wire-based string

Any hazardous or lethal material

๐Ÿšจ Harsh Penalties for Violations

Violations of the ordinance will face severe punishments, including:

Minimum 3 years imprisonment

Maximum 5 years imprisonment

Up to Rs. 2 million fine

These penalties apply to anyone manufacturing, selling, or using banned kite strings or other prohibited materials.

๐Ÿฌ Mandatory Registration of Kite Associations

The ordinance mandates the registration of all kite-flying associations with the respective Deputy Commissioner of each district.

Registered associations must:

Follow safety protocols

Maintain membership data

Coordinate events officially

To ensure traceability and accountability, the Punjab government has introduced a QR code-based identification system for:

Kite shops

Kites

Kite manufacturers

Thread manufacturers

Key rules include:

Kites must be purchased only from registered vendors

Each vendor will be assigned a unique QR code

Kites will also carry QR codes to identify the seller

Thread manufacturers will be registered and traceable through QR codes

This digital system aims to help authorities track illegal materials and prevent unregistered vendors from operating.

โš ๏ธ Why This Ordinance Was Introduced

The Punjab government cited serious injuries, electricity disruptions, and fatalities caused by hazardous kite string as the main reason behind strict regulations.

The government claims the new system will:

Allow safe kite flying as a cultural activity

Eliminate dangerous materials

Bring manufacturers and sellers into a regulated system

Stop black market production

๐Ÿ“… Implementation

The ordinance is effective immediately, and law enforcement agencies have been directed to start inspections, vendor registration, and public awareness campaigns.
