The Punjab government has officially enforced the Kite Flying Ordinance 2025, introducing a new legal framework governing kite flying across the province. According to the ordinance, kite flying will be allowed under regulated conditions, while the manufacturing, sale, and use of hazardous kite strings will carry severe criminal penalties.

Under the new law, individuals below the age of 18 are not permitted to fly kites. In case of violation, the parents or legal guardian will be held responsible, not the minor.

The ordinance allows kite flying only with cotton thread (simple string).
The following are completely banned:
Metal-coated string
Glass-coated (chemical) string
Sharp or metallic wire-based string
Any hazardous or lethal material

Violations of the ordinance will face severe punishments, including:
Minimum 3 years imprisonment
Maximum 5 years imprisonment
Up to Rs. 2 million fine
These penalties apply to anyone manufacturing, selling, or using banned kite strings or other prohibited materials.

The ordinance mandates the registration of all kite-flying associations with the respective Deputy Commissioner of each district.

Key rules include:
Kites must be purchased only from registered vendors
Each vendor will be assigned a unique QR code
Kites will also carry QR codes to identify the seller
Thread manufacturers will be registered and traceable through QR codes
This digital system aims to help authorities track illegal materials and prevent unregistered vendors from operating.
