The Prime Minister has established a 10-member Task Force on digitalization under the chairmanship of State Minister for Finance and Revenue, Ali Pervaiz Malik. According to the letter, the Prime Minister has decided to constitute a Task Force for the comprehensive and end-to-end digitalization of FBR.

The Minister of State for Finance & Revenue will be the chairman of the Committee, while Major General Syed Ali Raza, DG C4I, will Co-Chair the Task Force. The other members of the committee will be Ghazi Akhtar from Lotte Akhtar Beverages Ltd, Ziad Bashir, Member BoD of Gul Ahmed, Amir Malik, ex-CEO of PRAL, Fareed Zafar from LUMS, Asif Peer from Systems Ltd, Tania Aidrus, Waqas ul Hasan from Karandaz, and Gohar Marwat, Project Officer at NADRA. These individuals shall be members of the Task Force.

The Task Force may co-opt any person from the public/private sector, if deemed necessary, for the purposes of this task.

The Terms of Reference (ToR) of the Task Force include formulating policy interventions required for the digitalization of FBR along with the implementation of data automation/software solutions, encompassing the following:

  • Data integration (vertically with Provincial Revenue Authorities & horizontally across Ministries/Government departments);
  • Risk-based auditing with CNIC as a single primary identifier to broaden the tax base;
  • Supply chain automation (wholesaler, distributor & middleman network);
  • Track & Trace System through an integrated/automated system;
  • Restructuring of PRAL as an independent IT-driven bureau for generating planning data/stats; and,
  • Trade data sharing interface with trading partners for effective valuation/appraisal.

The Task Force shall submit its recommendations/plan for consideration of the Prime Minister within one month.
