Increased Terrorism Risk Prompts Travel Warning

The U.S. Department of State has issued a Level 3 travel advisory for Pakistan, urging American citizens to reconsider travel due to the risks of terrorism and potential armed conflict.

The advisory warns that terrorist groups may strike without warning, targeting transportation hubs, shopping malls, military sites, airports, universities, schools, hospitals, tourist attractions, places of worship, and government facilities.

Pakistan Ranked as Second-Most Terrorism-Affected Country

According to the Global Terrorism Index 2025, Pakistan was ranked the second-most terrorism-affected country in 2024, with a 45% rise in terrorism-related deaths. The number of attacks surpassed 1,000 for the first time, more than doubling compared to previous years.

Security Conditions in Major Cities

The State Department noted that major cities like Islamabad have better security resources, but conditions can change unpredictably. Americans have also been cautioned against participating in protests, as some U.S. nationals have been detained for demonstrating or posting critical content about the Pakistani government.

Level 4 Warning for High-Risk Areas

The advisory classifies travel to Balochistan, Khyber Pakhtunkhwa, and areas along the Line of Control (LoC) with India as Level 4, advising against all travel due to frequent terrorist attacks, assassinations, and kidnappings.

Safety Recommendations for U.S. Citizens

The State Department advises travelers to:

  • Enroll in the Smart Traveler Enrollment Program (STEP)
  • Stay alert and avoid crowded places
  • Develop an emergency plan
  • Ensure medical insurance includes evacuation coverage
