The government is expected to block the bank accounts of non-filers and implement a fixed sales tax on imported mobile phones, replacing the current 18 percent sales tax under the amended Finance Bill 2024.
According to sources cited by Netmag, the proposal to freeze the bank accounts of non-filers was initially included in the original Finance Bill 2024, but it was not passed. However, the government may now reconsider this measure for non-filers who fail to respond to notices. Under this proposal, non-filers would still be able to deposit money in their bank accounts but would be unable to withdraw funds until they appear on the Active Taxpayers List (ATL).

If this proposal is incorporated into the amended Finance Bill 2024, the Federal Board of Revenue (FBR) will issue an income tax general order (ITGO) listing the names of non-filers, thereby blocking their bank accounts.
Additionally, the amended Finance Bill 2024 will introduce a fixed sales tax on the import of mobile phones, determined by the brands of the imported devices, replacing the existing 18 percent sales tax.
