The federal cabinet has officially approved the Hajj Policy for 2025, with key details outlined in a circulated summary. The policy sets the expected cost for the official Hajj package next year, which will range from PKR 1,075,000 to PKR 1,175,000.
Hajj Quota and Slots Distribution
A total of 179,000 pilgrims from Pakistan will be permitted to perform Hajj in 2025. The quota is equally divided between the government and private tour operators, with each receiving 89,605 slots. Additionally, 1,000 slots are reserved for hardship cases, and 300 slots are allocated for low-income workers who are registered under the Employees’ Old-Age Benefits Institution (EOBI).
Duration and Age Restrictions
The policy introduces two types of Hajj packages: the long Hajj, which will last between 38 to 42 days, and the short Hajj, which will take 20 to 25 days. Children under the age of 12 will not be permitted to undertake the pilgrimage.
Vaccination and Road to Makkah Service
To ensure the health and safety of pilgrims, Saudi government-approved vaccinations will be mandatory for all participants. Furthermore, the “Road to Makkah” service will be available at major airports in Islamabad, Lahore, and Karachi, providing a streamlined process for Pakistani pilgrims traveling to Saudi Arabia.
Women’s Participation and Mahram Condition
In a significant development, the policy allows women to perform Hajj without a male guardian (mahram), provided they meet the criteria set by the Islamic Ideology Council.
