Pakistani Intermediate Certificates to Be Accepted Directly by Foreign Universities
Dr. Ghulam Ali Mallah, Executive Director of the Inter Board Coordination Commission (IBCC), has revealed that Pakistani intermediate certificates will soon be accepted directly by foreign universities, removing a major hurdle for students seeking international higher education.
In an interview with a national daily, Dr. Mallah shared a series of reforms the IBCC has undertaken to modernize and digitize the certification process. He stated that the IBCC is actively collaborating with the UK’s ECCTIS to secure direct recognition of Pakistani intermediate qualifications. Similar engagements are also underway with other countries and international education boards.
A major step forward is the elimination of the outdated sealed envelope requirement for document verification. All 29 educational and technical boards across Pakistan now support online verification services.

He also mentioned that online verification for religious seminary (Madrassa) credentials will be launched soon. The IBCC has introduced a fully digital system for equivalence and attestation applications, issuing QR-code-enabled certificates to ensure secure and easy verification.
Dr. Mallah noted that the IBCC was restructured in 2023 through an Act of Parliament, evolving from the former Inter-Boards Committee of Chairmen into a regulatory authority for foreign educational qualifications. It now operates through a 15-point evaluation system and an online portal for assessing and registering foreign boards.
