The Ministry of IT and Telecom is set to present the mobile phone financing policy to the newly appointed Minister of State for IT and Telecom, Shaza Fatima Khawja.
Sources within the ministry informed ProPakistani that once approved by the Minister of State, the policy will undergo final review by the Ministry of Law and the Ministry of Finance. After scrutiny by both ministries, it will be presented to the federal cabinet for approval.
Drafted in November last year, the policy has undergone thorough examination and refinement, leading to its imminent presentation before the federal cabinet.
Upon cabinet approval, the Ministry of IT and Telecom aims to launch a cell phone financing program offering interest-free installment plans to citizens, thereby enhancing access to advanced technology.
A key feature of the policy focuses on addressing defaulters. Those failing to meet installment obligations risk having their mobile phones blocked, serving as a deterrent to encourage responsible ownership and discourage misuse.

Beyond financing mechanisms, the policy emphasizes enforcement. The Pakistan Telecommunication Authority (PTA) will play a pivotal role, utilizing its Device Identification Registration and Blocking System (DIRBS) to seamlessly implement measures for blocking non-compliant devices.
According to the MoITT, the policy reflects the government’s commitment to promoting digital inclusion and narrowing the technological divide. By facilitating smartphone access through installment plans, the initiative aims to empower individuals from diverse backgrounds to leverage the transformative potential of modern technology.
