Pakistan’s IT and IT-enabled services (ITeS) sector is witnessing steady growth, with over 20,711 companies now voluntarily registered with the Pakistan Software Export Board (PSEB). These companies are leveraging incentives such as a significantly reduced 0.25% tax rate on export income, compared to the 1% applied to non-registered entities.
Although PSEB registration isn’t mandatory—except for call centers—many firms choose to enroll to benefit from various government-backed support initiatives. PSEB is not a regulatory authority, so IT businesses can operate legally without being registered. Still, its contributions to export facilitation, workforce development, and international exposure make registration a strategic choice for many companies.
Punjab Leads in Registrations
Official statistics reveal Punjab as the frontrunner, hosting 10,745 registered IT firms—accounting for 51.88% of the total. Sindh follows with 6,352 companies (30.67%), and the Federal Area has 3,264 (15.76%). Other regions include Khyber Pakhtunkhwa (243), Balochistan (43), Gilgit Baltistan (35), and Azad Jammu and Kashmir (29).
This widespread registration indicates growing national interest in the expanding IT sector, driven by rising global demand, innovation, and export potential. The simple process of company formation and voluntary registration—coupled with tangible benefits—is encouraging entrepreneurs to join the industry.

PSEB’s Role in Export Growth
Operating under the Ministry of IT and Telecommunication, PSEB works as a guarantee limited company focused on boosting ICT exports and ensuring long-term industry growth. Through collaboration with stakeholders, PSEB offers a range of support programs—such as paid ICT internships, professional certifications, and subsidized international exhibition opportunities.
These initiatives help companies develop skilled talent, improve their global reach, and grow their export volumes. The consistent rise in ICT exports has encouraged more businesses to join the ecosystem. As successful local examples inspire others, the market remains vibrant and dynamic, with frequent entries and exits reflecting healthy competition.
By offering value-driven support instead of regulatory control, PSEB has established itself as a central enabler of Pakistan’s growing IT export strategy.
