The Ministry of Information Technology and Telecommunication has made a final effort to secure Tax Relief for Mobile Users and the broader telecom industry as part of the FY2026-27 budget process. The ministry has submitted a series of recommendations to the Ministry of Finance aimed at reducing the tax burden on telecom operators and consumers while encouraging investment in Pakistan’s digital infrastructure.

Proposal Aims to Reduce Burden on Telecom Sector

According to sources, the IT Ministry has recommended several measures designed to improve the operating environment for telecom companies. Officials believe that the current tax framework increases compliance costs and creates administrative challenges for operators managing tens of thousands of telecom sites across the country.

To address these concerns, the ministry has proposed replacing the existing withholding tax system with a more direct tax collection mechanism. The objective is to simplify tax procedures, reduce operational costs, and create a more investment-friendly environment for the telecom sector.

Lower Taxes for Mobile and Internet Users

One of the most notable recommendations is a reduction in the 15 percent advance tax currently imposed on mobile and internet services. The ministry believes that lowering this tax could make digital services more affordable for consumers while supporting wider adoption of internet connectivity across Pakistan.

Industry stakeholders have long argued that high taxation on telecom services discourages digital inclusion and limits growth in a sector that plays a critical role in economic development. The proposed relief could provide much-needed support to millions of mobile subscribers nationwide.

Incentives for Infrastructure Expansion

The ministry has also called for reductions in import duties on telecom equipment and broadband infrastructure. Lower duties would help operators expand network coverage, upgrade existing systems, and improve service quality across urban and rural areas.

Officials believe that easier access to affordable equipment will accelerate broadband penetration and strengthen Pakistan’s digital economy at a time when demand for online services continues to grow.

Encouraging Private Sector Investment

In addition to tax reforms, the IT Ministry has proposed that future telecom infrastructure projects should rely more heavily on private-sector investment rather than government funding. The recommendation is intended to attract fresh capital into the industry while reducing pressure on public finances.

The ministry argues that a streamlined tax regime combined with investment incentives could help unlock new growth opportunities, improve connectivity, and strengthen Pakistan’s position in the global digital economy.

Awaiting Finance Ministry Decision

While the recommendations have been formally submitted, it remains to be seen how many of the proposals will be incorporated into the final budget framework. The Finance Ministry is currently reviewing various sector-specific requests before finalizing fiscal measures for the upcoming financial year.

If approved, the proposed reforms could provide meaningful relief to telecom operators and millions of mobile and internet users while supporting the government’s broader goals of digital transformation and economic growth.
