Pakistan’s 5G Phone Installment Plan Faces Delays Despite Telco Support

The much-anticipated Pakistan 5G Phone Installment Plan remains stuck in limbo despite public support from major telecom operators and growing demand for affordable 5G smartphones across the country. The delay comes at a critical time as Pakistan moves closer to the nationwide rollout of next-generation 5G services.

According to recent reports, telecom operators including Jazz, Zong, and Ufone have publicly backed the proposal that would allow consumers to purchase 5G smartphones through affordable monthly installment plans. However, the Ministry of IT and the Pakistan Telecommunication Authority (PTA) are still waiting for formal responses and final implementation approvals from key stakeholders.

The proposed policy aims to solve one of the biggest barriers to 5G adoption in Pakistan: the high cost of 5G-compatible smartphones. While Pakistan has already completed its historic 5G spectrum auction and telecom companies are preparing commercial launches, many consumers still cannot afford expensive 5G devices upfront.

Under the proposed installment scheme, consumers would be able to buy smartphones through structured monthly payment plans supported by telecom operators. The initiative is designed to improve digital inclusion, increase smartphone penetration, and help millions of Pakistanis transition toward high-speed 5G services.

The “Smartphone for All” initiative was originally announced in 2022 but has faced repeated delays due to unresolved concerns regarding financial risk management and enforcement mechanisms. Telecom operators had demanded stronger protections against payment defaults before fully committing to the scheme.

According to earlier reports, the finalized framework now includes strict enforcement measures for defaulters. Proposed penalties include:

  • Blocking smartphones through PTA’s DIRBS system
  • Suspension of all SIMs registered against the user’s CNIC
  • Restrictions on obtaining services from other telecom operators

These measures are intended to discourage installment payment defaults and protect telecom companies participating in the scheme.

However, some proposals requested by telecom operators — including the ability to freeze bank accounts and credit cards of defaulters — were reportedly rejected because such powers fall under the jurisdiction of the State Bank of Pakistan rather than telecom regulators.

Industry experts believe the success of Pakistan’s 5G rollout heavily depends on smartphone affordability. Although telecom infrastructure and spectrum allocation are progressing rapidly, millions of users still lack access to affordable 5G-enabled devices. Entry-level 5G smartphones in Pakistan remain expensive for lower and middle-income consumers.

Pakistan officially completed its largest-ever 5G spectrum auction in March 2026, raising over $500 million while allocating spectrum to telecom operators for commercial deployment.

Analysts say the installment plan could significantly boost:

  • Smartphone adoption
  • Mobile broadband usage
  • Digital banking
  • Online education
  • Freelancing
  • E-commerce participation

The policy could especially benefit users in smaller cities and rural areas who remain digitally underserved due to high device costs.

Government officials have indicated that the policy framework is largely complete, but the final rollout now depends on the issuance of an official policy directive from the Ministry of IT and Telecommunication. Until then, Pakistan’s ambitious plan to make 5G smartphones accessible through installment financing remains delayed despite broad public and industry support.
