U.S. President Donald Trump has signed an executive order approving the $14 billion sale of TikTok’s American operations, aiming to resolve long-running security concerns. While the move is being hailed as progress, many details remain uncertain, particularly regarding TikTok’s algorithm and the future role of its Chinese parent company, ByteDance.

The executive order postpones until January 20 the enforcement of a 2024 law requiring TikTok’s Chinese owners to divest their U.S. assets or face a nationwide ban. Trump stated the deal would keep TikTok operational while ensuring American oversight. “This is going to be American-operated all the way,” he emphasized, noting Chinese President Xi Jinping had shown support during recent talks.

Under the new structure, a joint venture involving Oracle, Silver Lake, and Abu Dhabi-based MGX will own nearly 50% of TikTok U.S., while ByteDance shareholders will hold about 30%. ByteDance itself is expected to retain under 20%, in line with U.S. law, but will still nominate one board member out of seven.

However, analysts have raised questions about the $14 billion valuation, which is significantly lower than previous estimates of $30–40 billion without the algorithm. Reports from Chinese media suggest ByteDance will continue to play a role through a new U.S. unit handling e-commerce, branding, and global links, fueling doubts about whether this truly represents a full separation from Beijing.

Security remains the most contentious issue. While the order requires TikTok’s recommendation algorithm to be retrained and monitored by U.S. security partners, experts argue it is unclear how much control ByteDance will retain. Lawmakers have also called for clarity to ensure American users are fully protected from potential Chinese influence.

With more than 170 million U.S. users, TikTok’s cultural and political impact is undeniable. Trump himself acknowledged its role in boosting his re-election campaign, where he commands over 15 million followers.

The approval signals movement toward resolving the impasse, but questions about ByteDance’s ongoing influence, the extent of American control, and the handling of TikTok’s sensitive technology remain unanswered.
