Delay Hampers Rollout of Highly-Anticipated Mobile Phone Installment Initiative.

The rollout of the Mobile Phone Financing Scheme by the Ministry of Information Technology and Telecommunications has faced obstacles, leading the federal government to withdraw the policy draft for a comprehensive reassessment. The government has instructed the Ministry of Information Technology to resubmit the policy after a thorough review by the Ministry of Law.

Earlier this month, the Ministry of IT and Telecom presented the Mobile Phones on Installment Policy to the federal cabinet for approval. Sources indicate that once the federal government endorses it, the Ministry of IT and Telecom plans to issue a policy directive, setting the stage for the launch of a cell phone financing program. Currently under scrutiny by the Ministry of Law, the policy is expected to be presented to the federal cabinet in the coming days. If approved, the scheme is set to be launched either by the end of this month or in early next month.

The mobile phones on installment initiative aims to empower citizens, especially those with limited financial means, by offering them the opportunity to own mobile phones through interest-free installment plans.

The proposed policy also tackles the issue of defaulters who are unable to meet their installment obligations. Upon approval, individuals struggling with payments may experience the blocking of their mobile phones. The Pakistan Telecommunication Authority (PTA) will play a crucial role in enforcing this measure, marking a departure from the traditional reliance on mobile companies for implementation. The Device Identification Registration and Blocking System (DIRBS) of the PTA will be pivotal in carrying out the blocking process. This policy underscores its commitment to assisting low-income individuals, ensuring their access to essential technology. This aligns with the vision of creating an inclusive digital landscape that caters to the diverse needs of the population.
